Most people have never heard of it but gimp is a program that i find is almost identical in features to Photo Shop see:

Yeah, I've been looking at screenshots of Gimp, and it seems much better than Paint.NET, which I've been using. I've been trying to CG things anime related, and let me say, it is not doing the job.
